A Vision For Public Sector Data in Scotland

Public sector data is a vital component in making sure that services for the people of Scotland are delivered efficiently and effectively. Despite a growing awareness of the power of data, feedback from data leaders in public services shows that they can face difficulties when trying to influence colleagues and senior leaders. 

It was with this issue in mind that the Scottish Government, NHS National Services Scotland and The Data Lab began to work together. What became apparent was a perceived lack of overarching vision or guiding approach for the public sector that individuals and organisations could align to. 

To address this, a group of 30 individuals from the public, private and voluntary sector came together as the Horizon Scan Group. The group took co-creation as a core principle to explore and develop a vision for public sector data in Scotland that looked 20 years into the future. It used a multi-lensed, systems transformation approach to consider the complex issues likely to face Scotland and the role of data in supporting integrated solutions.
